More heavy rain is coming to the Mid-Atlantic and Southeast on Wednesday, and if you live in a flood-prone area, now’s the time to make a plan. The biggest concern for flash floods — possibly severe and life-threatening — stretches from North Carolina and Virginia up through D.C., Baltimore, Richmond, Charlottesville, Philly, and Trenton.
